The question	Is Canada's institutional, physical, fiscal, and labour capacity keeping pace with the demands being placed upon it?
Current reading	October wording amendment: Population growth is slow and positive after revisions; the NPR-share target is behind its pace convention. August national starts are nearly flat; the detailed metropolitan completion panel now covers August, while national net additions remain unresolved and the housing models use different definitions. September employment and the employment rate fell further; the former structural cluster is withdrawn; a different February candidate is deferred; the matched August wage–price comparison has weakened. Federal fiscal room remains under sustained pressure. These sections do not combine into a single capacity score.
Evidence reviewed through	2026-10-09
Basis	Population, housing, workforce and federal-finance evidence, with separate health, infrastructure and business context. Each section identifies the evidence and reporting period behind its reading.
Method	A curated composition over already-public members; every state row is checked before publication, and nothing is computed that the record does not already hold.
Confidence	Direct observations, disclosed calculations, inferred readings and unresolved evidence are identified separately in the Monitor. The evidence supporting one section does not establish the confidence of every other section.
Next trigger	Any component changing state on new official evidence, or the next complete data update incorporating newer releases.

Expiry	Standing product; a new dated Receipt is published whenever any state row changes and at every data update.

Material definitions

Each state row is a checked, curated synthesis or a word-for-word restatement of named members — the page adds no inference of its own.
The evidence cutoff describes the review; reference periods describe the observations. Each source and maintained section keeps its own dates.
No composite capacity score exists anywhere in this Monitor, by doctrine.

Decisive limitations

Sources update on different schedules. A new page build does not establish that every observation is new; reference periods and unresolved source updates are stated separately.
The qualified metropolitan housing tables report gross construction completions, not national net additions to the housing stock. They do not account for all losses, conversions or the distribution of housing needs.
