Material definitions

Each state row is a checked, curated synthesis or a word-for-word restatement of named members — the page adds no inference of its own.
The evidence cutoff is the assessment date; the oldest member reading shows how far back the slowest-updating cited series stands; each section chip carries its own newest date.
No composite capacity score exists anywhere in this Monitor, by doctrine.

Decisive limitations

Official releases newer than the data version this Monitor reads are not yet incorporated; Now lists them as unresolved until the next complete data update.
Housing completions remain a stale series in the current data version — an evidence limit stated on the Monitor itself.
