Is Canada's labour market weakening?

Employment keeps pace with a growing working-age population and youth unemployment sits well above the prime-age rate, but most of what would settle the question is not measured by any official series.

Temporary EI relief measures expire

Temporary Employment Insurance measures — waiver of the one-week waiting period, suspension of the treatment of monies paid on separation, and an extra 20 weeks of income support for long-tenured workers — were extended by regulation to October 10, 2026. After this date, standard EI rules apply unless further extended.

What is missing: No official Statistics Canada series isolates entry-level or early-career job demand. The Job Vacancy and Wage Survey (table 14-10-0432 and related) measures vacancies by industry, province, and occupation, but not by required experience level or candidate seniority. The Bank of Canada has itself named 'entry-level job vacancy declines' as something it watches without citing a dedicated official series for it.

Consequence: Countability publishes the youth-vs-prime-age unemployment ratio and the overall vacancy rate as the closest available proxies; neither directly measures entry-level demand, and this is stated wherever they are shown together.

What would close it: A Job Vacancy and Wage Survey breakdown by required experience level, or a comparable official entry-level vacancy series.

Is AI adoption creating, displacing, or reshaping jobs — and is the government's 250,000-AI-job target on track?

What is missing: No official series attributes job creation, displacement, or reshaping to AI adoption specifically. Statistics Canada's Labour Force Survey and business-adoption surveys measure aggregate employment and technology use separately; there is no published methodology linking the two, and the government has not stated how the 'AI for All' strategy's 250,000-job target will be measured.

Consequence: This commitment is published as a registered commitment without a compliance claim. Countability will not publish INFERRED claims attributing employment changes to AI adoption absent an official attribution methodology.

What is missing: Statistics Canada's National Graduates Survey, the primary official source on graduate labour-market outcomes, is periodic rather than continuous — it surveys a graduating cohort roughly three years after graduation and is released every few years, not on a monthly or quarterly cadence.

Consequence: Countability cannot build a current, regularly-updated graduate-outcomes indicator; youth labour-market indicators (unemployment rate, employment rate) are published instead, with age (15-24) as a stated proxy for 'recent graduate,' which it is not precisely.

What would close it: A continuously updated official series on graduate employment, underemployment, or field-of-study match.

How many young Canadians are not in employment, education, or training (NEET)?

What is missing: No current Statistics Canada series publishes a general NEET rate. The two tables found on this question are both stale or scoped narrowly: one covers only persons with disabilities and ends in 2022; the other is derived from census years and ends in 2016. Confirmed via a full StatsCan cube-catalogue search (2026-07-08): zero current matches for 'NEET' or 'not in employment, education or training' outside these two.

Consequence: Countability does not publish a NEET indicator. Youth unemployment and employment rates are shown instead, which capture a related but narrower concept (NEET also includes youth outside the labour force who are not in school).

What would close it: Statistics Canada publishing a current, general-population NEET series (comparable to the OECD's NEET indicator, which is not sourced from a standing Canadian machine-readable series).

Are youth wages keeping pace with inflation?

What is missing: No current official machine-readable series publishes employee wages by age group. Statistics Canada's Labour Force Survey characteristics tables (14-10-0287, 14-10-0017) confirmed via cube-metadata inspection (2026-07-08) to carry no wage or earnings characteristic. The LFS-based wage-by-age tables that once existed (e.g., 14-10-0061/0062/0111/0112/0115/0116) are archived and end in 2015; modern StatsCan wage tables (by industry, union status, job permanency) do not break down by age.

Consequence: Countability cannot publish a real-youth-wage-index indicator. The youth unemployment and employment rates, and the general (all-ages) rent/CPI comparison already published, are shown as related context instead.

What would close it: Statistics Canada resuming a current, age-disaggregated employee wage series.

How many Temporary Foreign Worker positions are employers being approved to fill (LMIA volumes)?

What is missing: A real ESDC/IRCC open-data LMIA employer list exists, but is published as separate per-quarter CSV resources rather than one continuous machine-readable series, and carries the publisher's own completeness caveat: it 'excludes all personal names' and 'is not complete and does not reflect all employers who requested or received an LMIA.' It counts positions on positive LMIAs, including subsequently cancelled ones, not a clean approval-volume metric.

Consequence: Countability does not read LMIA volumes for this reading. Work-permit flow series (already published, IRCC IMP+TFWP monthly) are shown as related context instead, with the concepts kept explicitly distinct (permits issued vs. LMIA positions approved are different steps in the process).

What would close it: A continuous, complete, single-series official count of positive LMIAs or approved TFW positions.
