Operational asset, or completion of study, plan or asset-management work.

The retained file reports many completed entries but does not establish current progress, original-deadline performance or final costs; the wider capital accounts show a different part of infrastructure renewal.
The answer
The project record shows what recipients have reported against funded entries. It includes physical infrastructure and work such as studies and plans. An end date can show an asset became operational or a piece of planning work was completed; it is not a uniform unit of new capacity.
Approved federal contributions are commitments. Estimated eligible costs are not final costs and are generally not updated over a project’s life. These amounts cannot support a cash-spending total or an on-budget verdict. Reported completion dates can be compared with the forecasts retained in the same file, but those forecasts have no original-promise history.
The captured project file is identical to the earlier preserved edition. That is evidence of no newly reported progress between the two captures, not evidence that work stopped. Project-level reporting dates and timely updates remain material gaps.
The Infrastructure Economic Accounts provide the wider context: public investment, depreciation and the remaining stock of capital. Asset age and remaining useful life cover public and private ownership together. These estimates help explain renewal of the capital base, while leaving engineering condition, service quality and local adequacy unresolved.
What this means for the decision
Read project status, original promises, spending and service capacity as separate checks. The held record supports the first incompletely and supplies broader capital context; it cannot turn the remaining checks into a single delivery score.
The key uncertainty
The project file lacks a reporting date for each entry, original forecast vintages, final costs and compatible service outcomes. Capital age and useful life depend on issuer modelling assumptions.
What would settle it
A changed HICC file would permit an identifier-level comparison with the retained edition. Annual infrastructure accounts can revise investment, depreciation, stock and asset-life estimates. Refresh only after capturing and assessing the new edition.
Public infrastructure turns financial commitments into transport, water, power and other services. Following delivery means separating approvals, reported milestones and the wider capital base, while making the limits of old or incomplete project reports visible.

Chapter 1§
What the project record says
Start with distinct funding entries and the dates recipients have reported. A reported end and a financial commitment answer different questions.
A start is recorded. Completion may be pending or unreported.
The file does not establish construction or work status.
These categories account for all 20,423 distinct project identifiers in the captured file. 83.08% carry an end date. That is a share of funding entries across many approval years, not the share of Canada’s needed infrastructure delivered.
Large commitments tell us where public funding is directed. They cannot establish final construction cost, money already spent, cost overruns, or whether an asset supplies enough service for its community.

Recent approval cohorts have had less time to report completion. Cohorts are not annual completion counts, and comparing their end-date shares does not isolate a change in delivery speed.

Chapter 2§
What a reported timeline can establish
Use compatible date pairs with their missingness visible. Retained forecasts and original promises are different evidence.
The forecast is the forecast retained in this file. Its original approval date and revision history are absent. A later reported end may show a missed retained forecast, but these data cannot establish whether an original promise was met. The forecast start may include planning and engineering, while the reported construction start can use groundbreaking; start-date differences would mix definitions.
Calendar-day distributions, with explicit eligible pairs
| Comparison | Pairs | 25th percentile | Median | 75th percentile | Minimum | Maximum |
|---|---|---|---|---|---|---|
| Reported end minus retained forecast end | 16,090 | -54 | 0.0 | 62 | -3,439 | 2,770 |
| Reported start to reported end, completed entries | 16,967 | 199 | 399.0 | 705 | 0 | 7,285 |
| Approval to reported start, nonnegative pairs | 16,171 | 56 | 187.0 | 374 | 0 | 3,289 |
2,634 starts precede formal funding approval and are counted separately, not set to zero. The completed-entry duration excludes work without a reported end and therefore cannot predict the time an unfinished project will take. Quartiles use nearest ranks; medians use the middle observation, or the average of the two middle observations.

This is the Infrastructure Economic Accounts’ total public purchasing industry, covering a wider asset base than the federal contribution list. Investment adds capital; depreciation estimates the loss of economic value as capital ages. The net stock is the remaining balance, not annual spending, the replacement cost of the system, or a measured maintenance bill.

Chapter 5§
The age of the infrastructure base
Compare modelled age and useful life while keeping ownership coverage and the absence of engineering inspections explicit.
A remaining-life ratio compares the service life left with the expected total life. It puts short-lived and long-lived assets on a more comparable scale than age alone. Statistics Canada estimates both age and remaining life from investment histories and assumed service lives; neither is an engineering inspection or a direct measure of safety.

Name the missing evidence, preserve the source editions, and explain what could change the reading.
Is Canada delivering the infrastructure it funds?
What is missing: The project file carries approved contributions, estimated eligible costs and retained forecast dates, but lacks a dated original promise and revision chain, actual disbursements, final costs and a reporting date for every entry. It also mixes assets with studies and plans.
Consequence: Read project status, original promises, spending and service capacity as separate checks. The held record supports the first incompletely and supplies broader capital context; it cannot turn the remaining checks into a single delivery score.
What changed between captures? The September 9, 2026 project response has exactly the same bytes as the English file preserved on July 25, 2026. No identifiers were added or removed and no fields changed. This demonstrates no newly reported progress between those captures. It does not demonstrate that construction stopped.
What the record can and cannot answer
| Question | Evidence held | Remaining gap |
|---|---|---|
| Which entries report an end? | Distinct project identifiers and recipient-reported dates. | A current reporting date for each entry; an explicit distinction between physical assets and studies. |
| Was an original deadline met? | Reported end and the forecast retained in one file. | Original approved milestone and every dated revision. |
| Was a project on budget? | Approved federal contributions and estimated eligible costs. | Original and revised budgets, actual disbursements, final costs, and common scope. |
| Did public services improve? | Project descriptions and national asset accounts. | Compatible service-capacity, condition, use and outcome measures. |
| Is the capital base being renewed? | Annual investment, depreciation, net stock, age and remaining-life estimates. | A direct assessment of engineering condition and maintenance needs. |
A useful next edition would attach stable identifiers to original commitments, dated changes, completion evidence and spending. Countability would compare each new captured file with the retained one before updating the reading. The public capital and asset-life tables need their own annual revision checks.
Reference periods and evidence boundaries
| Evidence | Period | Coverage |
|---|---|---|
| HICC projects | Approvals through 2025-03-21; reported ends through 2025-03-27 | Contribution projects; capture date is not outcome date |
| Capital and asset life | 1981–2025 | Public purchasing industry for the capital panels; all ownership for asset life |

Directly observed
Unresolved
- The project file carries approved contributions, estimated eligible costs and retained forecast dates, but lacks a dated original promise and revision chain, actual disbursements, final costs and a reporting date for every entry. It also mixes assets with studies and plans.
Method and limitations
- Deduplicate by project identifier; reconcile complete partitions by region, programme, category and approval year. Derive calendar-day differences only from compatible reported pairs. Keep starts before approval separate and missing dates unresolved. Select public purchasing-industry capital series by verified dimensions and asset-life cells on their all-ownership basis. Never infer spending from approvals or original promises from undated forecasts.
- The September 9, 2026 HICC file is identical to the July 25, 2026 English capture. Latest approval: March 21, 2025; latest reported end: March 27, 2025. Capture dates are not outcome dates.
- The file covers HICC contribution programmes, not all Canadian infrastructure. Entries include studies and plans. Missing dates are unreported here, not proof that work has not begun or ended.
- Federal contributions are approved commitments; eligible costs are estimates generally not updated over the project life. Neither provides actual disbursements, final costs or a cost-overrun measure.
- Forecast end dates have no original-vintage record. Forecast start can include planning while construction start can mean groundbreaking; no start-delay comparison is calculated.
- Completed-entry durations select work with reported end dates. Later approval cohorts have had less time to complete. Neither comparison isolates delivery performance.
- Public capital figures cover all public purchasing industries. Asset age and remaining life cover all ownership. These populations are not linked to the funding entries and do not measure engineering condition.
